"the quotient of a number p and 3" is just like saying
3/p
"is at most 16" is 
[tex] \leq 16[/tex]
add them together to get
[tex] \frac{3}{p} \leq 16[/tex]
multiply both sides by p to get
[tex]3 \leq 16p[/tex]
divide both sides by 16 to get
[tex]p \leq \frac{3}{16} [/tex]
