Whatever they wanted. They had unrestricted political power and could legitimately do however they pleased. Take for example, the red queen from Alice in wonderland. She was created based off of Mary Queen of Scots, who was known for beheading those who opposed her. or take Vlad the Impaler, known for his tyranny and staking those that defied him, leaving their heads spiked upon the stakes like a fence as a warning to others. Now these are examples of tyranny, but the point is they can do anything without repercussion.
