The second graph A'B'C' is the result of a reflection over x axis of the figure ABC; You can see that because the coordinates of the points follow the next rule:

Point A: (-2,1) becomes A'(-2,-1)

Point B: (1,4) becomes B'(1,-4)

Point C: (3,2) becomes C'(3,-2)
