The equation to solve is:

[tex]\frac{1}{3}(2b+9)=\frac{2}{3}(b+\frac{9}{2})[/tex]

We use distributive property [a(b+c)=ab+ac], simplify and solve for b:

[tex]\begin{gathered} \frac{1}{3}(2b+9)=\frac{2}{3}(b+\frac{9}{2}) \\ \frac{2}{3}b+3=\frac{2}{3}b+3 \end{gathered}[/tex]

From here, we can't solve.

It is the same equation.
