It counted slaves as 3/5ths of a person, it was passed by the south because the south wanted slaves to count as 1 person, but people in non slave states said “hey wait a minute, if you don’t treat them like people, they can’t count as voters”. One major consequence was that it allowed Plantation owners to spread their influence much further than they should have. How’s that?
