A perpendicular line has a slope that is the opposite reciprocal of the line it is perpendicular to.

(-1/2) --> 2/1

y = 2x - b

1 = 2(3) - b

1 = 12 - b

1 + b = 12

b = 11

y = 2x + 11

Hope this helps!! :)
