So all you need to do is get "y" by itself:

9x - 7y = -7      Subtract 9x on both sides

9x - 9x - 7y = -7 - 9x

-7y = -7 - 9x     Divide -7 on both sides

[tex]\frac{-7y}{-7}=\frac{-7-9x}{-7}[/tex]

[tex]y =1+ \frac{9}{7}x[/tex]   or   [tex]y=\frac{9}{7}x+1[/tex]   (I just rearranged it)
